Tens of millions of youth care allowance to extreme treatment method in Spain

For years, Dutch organisations sent young people with behavioural problems to a Dutch 'family home' in Spain. There they had to deal with extreme treatment methods. Experts speak of "structural abuse and child torture". Major youth care providers, municipalities and youth protection organisations knew about the approach in the house, which received tens of millions of euros in Dutch care money over a period of twenty years.
