Arriva stops fining aggressive fare evaders on Emmen-Zwolle train line

Transport operator Arriva has instructed staff to let aggressive fare evaders go without issuing a fine. The decision was made due to serious safety concerns for conductors and ticket inspectors on the line between Emmen and Zwolle. The route has seen recurring safety incidents for years, particularly involving asylum seekers from Ter Apel.
